Topic: Can a large table fan on the floor be considered a form of air conditioning?

Or must you have a special device for the "AC properties" to kick in? Or will this work just as well?

Not really. Air "conditioning" means you are conditioning the air i.e. sucking out some of the humidity so that the air is drier and cooler. When you use a fan, all you're doing is blowing around the same warm moist air. It feels cooler to you because the sweat on your skin is evaporating faster, but that's not air conditioning.

I saw the most insane thing a couple years back. It was at an antique store in small-town Arkansas, in the middle of an intense summer heat wave. For some reason, it was even hotter inside the antique store than it was outside. I soon saw why: in an attempt to "beat the heat", they had half a dozen air conditioner units just sitting out in the middle of the floor running full-blast. Some people really need to learn to thermodynamics.
