yeah GIMP/gimpshop are pretty horrible, and i have a fair amount of experience with Adobe Photoshop

There aren't really many good freeware graphic editing programs out there. If you just want a program for digital painting, there is a freeware version of OpenCanvas (
http://wistinga.online.fr/opencanvas/ ) that you could try. If you want filters, you could try grabbing Irfanview and installing some plugins. I doubt you'd get anywhere close to the functionality of commercial products like Photoshop, though.
