"Niggers" is an acceptable answer. It's a lot more complicated than that, obviously, but the statistics and ratios are documented and staggering. Anyways, the number is so high because the US imprisons countless people for petty, retarded crimes. Virtually all marijuana possession, for example, gets you behind bars.

According to one source 1 in 12 black men between 25- 29 are in prison in California.
The ratio of black men in prison compared to whites…is hugely disproportionate. One must conclude that either the justice system is horrifically racist or there is something about blacks or black culture that mean they commit more crime. I am inclined to believe the latter.
What I find abhorrent about the US system is that A guy sent to prison for smoking pot is at risk of receiving an AIDS death sentence from fellow inmates for a relatively minor offence.
According to Human Rights Watch the black on white rape between male prisoners is prevalent.

Blacks make up 13% of the general population and nearly 50% of the prison population.

Second is the fact the US likes to be "Humane" and lock people up till they die instead of execute them

Because so many people in the US are bad people. They don't even catch most of them, I bet.

Lots of people also have a "every man for himself", "looking out for #1" attitude and that gets some people into trouble.
