I'm looking for a good anonymous proxy that will allow me to surf the web anonymously. Any suggestions? Also, is there a way to block your IP address or proxy it while downloading torrents?

The best proxy is Tor. There are a lot of downsides to it, but nothing else compares. As for the best way to block your IP address, google Peerguardian.

Please do not use Tor to download torrents. The reason for this is that Tor is operated by a conglomeration of user run nodes around the world, and has very limited bandwidth. The more people use it for torrents, the more the bandwidth gets flooded and the slower it goes for people who just want to use it to surf. If you want a way to torrent anonymously I recommend a VPN service, like swissvpn or zercurity, which operate their own servers and provide unlimited bandwidth but do have a small monthly fee, something like 4-8 USD. If you want to torrent anonymously but don't want to pay, there are other things out there based on the same concept as Tor, but that are much for accepting of torrent bandwidth. An example would be i2p. Peerguardian is a good choice to protect your IP from incoming connections by unwanted people.
If you really want the best speeds while retaining anonymity, I'd never use Tor for browsing. Tor is really full right now in terms of bandwidth, partly in fact to the large number of people who use it to torrent. If you don't mind shelling out a few bucks a month, find yourself a good VPN, it's worth the money.

There's no "software" that can block your IP address. You must use a proxy.
That PeerGuardian stuff is a complete waste of time. There is just no way that criminal investigators and IP enforcers could be so stupid as to use publicly listed connections. Shit, they're using proxies of their own for sure.
Seriously, if it were your job to infiltrate P2P sites, you'd have to be a drooling idiot to be hampered by PeerGuardian (or related software) in even the slightest degree.

@68,206Just wanted to add that I agree with this poster — if you use Tor for downloading torrents of movies or games or child porn, then you are an asshole who is abusing it. There are actually people out there who
need anonymity, and ever since Tor got mainsteamed enough so that Windows users could finally click a combination of buttons to use it, it has started to suck.
