I don't know a single country that has banned them. Doesn't matter anyway — that country or those countries must be in a tiny minority.
The actual reason is probably that they make so much money and that the governments get a nice income from the taxes or something like that. I am, however, only interested in hearing the official excuse…
What does the USA government say about this, for example? Why aren't these "cancer sticks" banned? Preferably the quote should be from a recent president.

Because people still smoke and the U.S. and Canada are free countries (so we've been told.) Stores can't sell cigarettes to 18 years and under and if caught could be shut-down.
The very governments in both countries loved the revenue tobacco sales brought in and were fully aware of the carcinogens the tobacco companies were putting into what was once pure tobacco and now the governments are taking the heat off themselves trying to blame the tobacco companies or putting the heat on smokers.

Smokers also die at the same average age as non-smokers.
So it's not like you can actually say it's killing people (although that's the general consensus). The more proper thing to say is that a smoke will have a slow, drawn out, and painful death.

- millions of addicts
- "people are free to do what they like", though this is hypocritical, as people may not use other drugs like marihuana
- probably taxes, though costs for treatment of the resulting health damages and research on cancer etc. are supposed to be higher

Personal liberty and profit is why.
I believe it is justified to continue selling, but promotion should be universally outlawed. Just my opinion, life is short, perhaps smoking is justifiable from some angles.
