Like… when he thinks that he steers the boat while it is in fact just a fake steering wheel? That makes no sense. He is supposed to know that kind of thing.

The Office satirizes the typical notion of the American workplace. It makes some exaggerations, but that's a privilege that the writer's creative license entitles him/her to enjoy.
