Do some couples wanna get married and that's it? No kids? Are kids always part of the "marriage plan"?

No marrige does not imply children. Your significant other may be expecting them at a later stage, but that's another story.

technically IIRC in the past a purpose of Marriage was to produce children in a way to would be 'legitimate' and show bloodlines. So arguably yes. There were taxes placed against married people who don't have kids or the marriage was annuled by the government in the past (and one US state tried a law like that again; forgot if it was passed).

There are certainly couples who never have kids, but as far as I know, the vast majority of them do at some point. I can't say that I know a married couple who doesn't have (or plan to have) kids.
