@69,889I don't think wanting to know about something like that happening in a school in your country should "raise alarm bells", if you don't live there they might think your weird or even think something worse but I severely doubt they would do anything about it.

I think the problem is changing attitudes to this "increasing" sexual behaviour. I'd say it's always been the same, but fuckwits who have create the current paranoid environment are telling kids that their normal sexual behaviour (I've humped my share of poles to make my friends laugh) is evil, resulting in official reports, police visits and government committees. What an absolute joke, and a sad state of affairs.
I think it's also a "reportable offence" to kiss at school now…. Fuck me, we'll have an asexual world in no time at all.

Anyone else find that quote funny?
Anyway, I do have something useful to say. Though I agree with you that the attitude some people take towards sexual behavior is unhealthy, that's now what the Op is talking about. I seem to remember the Op's post saying something about rape and attempted rape in schools. There's a difference between humping a pole as a joke and raping a younger student in an elementary school bathroom stall.
