Like… the dad does everything that is expected from a normal father, and more. He's great in every way. Perfect harmony in the family. Except as he says good night to the little girl, sometimes, he shows her his penis and makes her suck it and licks her all over a bit. Not violently. Not every night. Just to still his urges when it gets too much for him to take. After he's done, he says "Sorry, my beloved little daughter. I don't wanna hurt you in any way. I just have this sick urge to do this to you. I hope you don't hate me or tell anyone…" and kisses/hugs her good night.
The next morning, he wakes her up and makes her breakfast and acts normally again.
Would this be a bad dad? Note that he doesn't hurt the little girl physically. Would she become very confused/mentally hurt by this behaviour?

No matter what you say or do, for Freudian reasons they will hate you eventually, regardless of whether you do anything wrong.
Your choice to actually raise the child right is only good for appeasing your own conscience, because in reality your children are inherently predisposed to hate you anyway.

If you do this, it might not have a lot of impact at first, but once your daughter is old enough to realize what has been done to her, she's gonna be totally fucked up. Either she'll feel exploited by those whom she's trusted, fall into depression and commit suicide at 12. Or she'll realize that sex isn't such a taboo thing after all, lose her virginity at 10 (if she hasn't lost it to you already) and get pregnant at 12. You decide what's better, "great dad".

Being told that would fuck her up at LEAST as much as the sexual activity itself. How confused and conflicted would the girl be? There's nothing you could tell her to make things alright for her, but telling her that stuff above would fuck her up even worse.
As for the problem in general, no there is no way to do sexual things with a daughter and still be a good father. Girls NEED to have a nonsexual relationship with their father for psychological reasons. Fathers don't NEED to have sex with their daughters, maybe some of them really want to, but it's not the same as a need. The daughter's needs should come before the father's desires, or he is being a shitty shitty father.
