Because that was what the artists behind AoStH (the artists at DIC) decided they wanted him to wear. It's a variation of the StH games' design by Naoto Ohshima. I do not know why they chose that specific variation, but AoStH is supposed to be a light-hearted and silly cartoon.

@previousHis real name is Dr. Ivo Robotnik. His (Japanese originally, and now international) nickname is Doctor Eggman. (The American and PAL versions were released before the Japanese version. Therefore, he was called "Dr. Ivo Robotnik"
first.) But he got these names after he turned evil, after being exposed to and absorbing the evil that was stored in the Chaos Emeralds (magical gems that hold unlimited power). Before he turned evil he was called Dr. Ovi Kintobor.
He is called "Doctor" to highlight his technical expertise in the field of robotics, and various sciences. He is called "Ivo" as both an pun on "evil" and "ovi" (Latin for "egg"). I am not sure why he is called Robotnik, but it may very well be a pun on the word "robot", his tools, or Kintobor might have been the original pun word (although I can't think of any for that).
Most of the names in the StH series are puns: "Sonic" is a pun on "sonic speed", referring to Sonic the Hedgehog's speed (he's capable of moving at super sonic speeds); "Miles 'Tails' Prower", is a pun on "miles per hour" and it references his tails (he has two); "Knuckles" references Knuckles the Echidna's knuckles (which protrude from his fist).
