Topic: Is the Mac OSX's erase free space utility effective?

Mac OSX comes with a "erase free space" function by default, allowing once, seven times and 35 times. It is found under disk utility.
Does this really cause previously deleted files to be harder to recover? I'm just surprised that Apple decided to include an erasing free space function by default.

They needed to so it earns a government certification (for government use). Therefore, I assume it is very effective.
