Topic: What is the English version of the Swedish expression "building air castles"?

I've come across the expression "to build castles in Spain", but I can't seem to get a proper explanation of it. If that indeed is the right expression, you're gonna have to explain to me what Spain has got to do with anything!

I want to express what somebody who in his or her mind builds up something great which doesn't really exist in reality is doing. He or she is…? For example, an inexperienced/bad businessman might "build an air castle" about his latest project, thinking that it will succeed while in reality, it really stands no chance at all. Basically, it means "an unrealistic dream"…

Please help.
