Can someone teach me about this hidden wiki thing?

I have TOR, but all google tells me is that the hidden wiki is down.

I assume it's a private list of sites that only tor users can access.

You should know where to go on from there. You will need Tor enabled to access it. Just be really careful to make sure your browser isn't going to leak any information. Use https://torcheck.xenobite.eu to test it.
