I believe their self-proclaimed leader is a man named Paul Fetch. He communicates with 'anonymous' via videos posted on youtube

"In charge" is perhaps an inaccurate concept. Anonymous is directed towards a lot of things, may or may not do anything about them and probably won't do what the director intends.

Which I why, I think, that the anti-Scientology efforts aren't as effective as they could be.
However, the advantage of having no leader means they can't just did up dirt on one guy and give all Anonymous a bad name, as the Scilons love doing.
Any 'leader' in the raids against Scientology would be subject to Scientology's fair game, and most people know that is social suicide.
Leader could remain Anonymous, but then one could not verify that they ARE the leader.
Such is the nature of Anonymous, I guess.
