That is, you never cut off any customer for any reason. You let them put servers in your data centre and send spam, host child porn, warez, snuff movies, pro-Nazi stuff, etc. and emphasis this in your official mission statement. As long as they pay the bill, they're fine.

Could this be done? If so, where would it have to be located and what would you need to do?

Some places in Russia do that…they make a small fortune from all the spammers pedos and botnet owners who are prepared to pay extortionate amounts for protection. Apparently there are Japanese and Korean hosts/ISPs that don't really give a shit what you do with them (they have practically no spam or copyright law, and last I heard their age of consent is around 12, and they don't even enforce that much).

In the US? Definitely not.

It's not just being uncensored to not cut someone's internet, it's ignoring the amount you are downloading/uploading

The problem is when someone "anonymous" does someone pissed off authorities try really hard to find someone to blame

this is why there could be as much as a 25% false conviction rate on murder. It's not "the guy who did it should pay" it's "someone's gonna pay"

Today, Internet Service Providers (ISP's) and Web Hosting Companies have
cumbersome "Acceptable Use Policies (AUP)" and nasty "Terms Of Service
(TOS)." These policies have been perverted into tools used by the
politically-correct to stifle the free and open exchange of ideas and of
opinions.
Often, sites are routinely shut off by web hosts because some anonymous
person complains a site is "hate speech" or "offensive" or "racist."
We're don't play that game. We believe that if someone doesn't like your
site, or is offended by it, they should go somewhere else! We won't cut
YOU off simply because someone doesn't like your point of view!

2. That's a fucking shared Web host! Worthless.
3. They can't spell ("internet"), use "click here", don't provide a real database and generally seem very unserious…

to get an isp that ignores your upload / download anything where you actually pay for your bandwidth instead of getting far more than you pay for, as long as you don't use it. get a T1 line or other true dedicated line, or if you can get speakeasy DSL in your area.
