Tracing is drawing an outline around someone. Like the police man with the chalk, he traces the dead bodies.

Tracking is necessary for bit torrent to work. You need a tracker to keep track of everyone who is seeding and leeching.

In all seriousness, though, tracing is generally searching for someone, typically from a given starting point. You trace a call, as an example, to find the caller. Tracking is more like following someone along their path.

I think they may be very close to synonyms, but I would consider tracking to be following someone along the same path they took, like a blood hound follows a criminal, while tracing is to just find them based on other information. I think the words may be used interchangeably, though….
